America reconsidered its policy in Uzbekistan?

According to this article in UzReport.com:

The Chairman of the US Joint Chiefs of Staff and the General Richard Myers announced at the meeting with Uzbek Defence Minister Kadyr Gulyamov in Tashkent that the United States government issued additional US$21 million to Uzbekistan within the “Joint decrease of threat” programme.

General Myers, who previously visited Tashkent last February, met with President Karimov, Foreign Minister Sadik Safaev and his deputy Vladimir Norov during his current visit.

The sides discussed the issues on bilateral cooperation between Uzbekistan and the US and the regional security.
