Man, and we got 17. Not close enough to the top to mean the bureaucracy delivers entirely fairly or efficiently and not close enough to the bottom to mean that bribery is a piece of cake.

Yes, but note Uzbekistan is less corrupt than the others–yet NGOs seem to pick on Karimov…
