US Policy on Kyrgyzstan, Real & Imagined

This document (PDF) alleges to be a statement of US policy from the desk of Ambassador Young.

Wow. I’m sure that English looks clunky to all native speakers. It’s even worse at other places in the document. Laughably bad. But, it looks exactly like translations from Russian one might find at Ferghana.ru (see here for example). That’s not a dig on them — their translations are pretty easy to follow — it’s just that it’s pretty easy to notice what language the original piece probably came from.
