From this item in The Moscow Times, former Russian General and secret policeman Feliks Kulov looks like he will be a tough nut to crack:
Kulov, a deputy interior minister in Kyrgyzstan before independence, led interior forces that killed dozens of rioters trying to storm a police station in ethnic clashes that rocked the south during the Soviet Union’s last days.

And Bakiyev was PM during the Aksy incident. He resigned over it, if I remember right.

It is interesting to see when and why Bakiev lost his job as Prime Minister – as it is directly related to events now: In the aftermath of the Aksy incident, where five of Bekhnazarov’s (a prominent opposition figure) followers were shot dead, Akaev fired the entire government, including Prime Minister Bakiev. Akaev might have smelled that Bakiev could develop into an ‘enemy from within’. A report from 2002 deserves attention:
