I agree on the need for engagement, but not for Kaplan's reason. Because, to be frank, I think he's nuts about this. And I just now noticed another part... What pipelines? I could've sworn that Uzbekistan's pretty much got it's gas sold to Russia for quite a number of years to come. Crap, there are so many things wrong with that paragraph, but so little time...
