I think that the statement is more just the kind of baseless positing of vast conspiracies that is sadly an all-too-common rhetorical device in official discourse in that neck of the woods. After all, if you don&#039;t say who is behind the plot, how can it be refuted? And it just makes so much damned sense! I mean, why would someone poke fun at the Kazakhs (which I don&#039;t think is the point insofar as the concept of Borat has a point) except as part of a plot to bring them low?</description>
